I would say it technically is considering it has James Bond in it along with the 1967 Casino Royale film

tbh Never Say Never Again isn't official, so I would not count that. And you forget about what started it all, the novel universe.

So, now there's the Connery-Brosnan Movie Universe, the Never Say Never Again Universe, the Craig Universe, the Dynamite Universe, and...

since it's made by IOI I would like to think that it takes place within Hitman's universe. But that is too much I think.
