Marvel's official website divides things by season and Born Again S2 is shown as being before Wonder Man. The Punisher special while not on the Marvel site yet is on Disney + after Wonder Man. Therefore it's after Born Again S2.

Disney+ placements are essentially Marvel Studios's and if they're telling us it's after Born Again S2, I see no reason to question it since nothing in the special contradicts it.
