Multiversal duplicates. Maybe not as complicated as how you pointed out, but the Earth-66 and Burton/Donner comics are exclusively part of the comic version of those Earths'. Not in the live-action multiverse.
The mediums like animation do have their own multiverse as well but I don't think DC has mapped that out yet exactly.

Best not to see it as all in the same Multiverse like Marvel's, because that gets too complicated. Plus, DC's live-action lore is incompatible with the comics' multiverse for things like how Heaven and Hell function plus the multiversal beings (one in existence per each one).

Since the Burton Movies are set on Earth 97 have their version of events been Schumacherized?
In that interpretation, no. Batman Forever is intended to be a sequel to Batman Returns. Those films were meant to have happened the exact same way at the time, even if Harvey Dent changed race for no apparent reason.
