I was under the impression that it was officially licensed
Prosieben officially bought the license, so it's official. Or do you have a source for that not being the case? I might be wrong, but that's what I rememeber

Alright, after looking into it a bit more, you're right. The license was bought shortly after it started airing

When would the timeline for Terminator 3 and Salvation diverge?
The very moment Terminator 3 ends, I would say. The same with timelines that branch after The Terminator and Terminator 2, I think the cleanest interpretation is that it shares a 100% identical timeline up until those events... meaning, every comic or movie that shows events leading up to a point should count in every timeline if possible.

I meant like where would it diverge from the RPG timeline?

I think the RPG timeline is a specific incarnation where most of the comics occur alongside the first two movies and elements of the other films and The Sarah Connor Chronicles. It's not in the exact same timeline as any of them... but it also clearly connects them all.
