I like Mongul, Darkseid, Killer Croc, Dr. Polaris, Black Adam, Mr. Freeze, Despero and Azrael as antagonists, though my favorite is probably Bane.

He definitely was a villain, turned XTREEM 90s antihero, turned villain - though now he's a Punisher-lite superhero.

I'd say Harley Quinn if she wasn't just an anti-hero now
but since she is just an anti-hero now, I gotta go with either Two-Face or Bane
