Yeah that's a unique example of some events from X-Men TAS being shared in this other timeline. The butterfly effect of T'Chaka's death didn't alter that Juggernaut event specifically.
But in terms of Hydro Man, I guess Morris got his powers much much earlier in his Navy years in the Marvel Action Hour timeline thanks to Wizard or Medusa.

I think Earth-534834 is related to Earth-92131 but I don't believe they can retcon them into the same reality personally. T'Chaka enforced that.
Otherwise, you can pretty much assume the same events happen in both with a few differences. I already brought up how Jubilee's reincarnations could explain the 1990s Marvel cartoons. Every time she dies, it creates a new primary Earth-92131 timeline relegating the previous to a new reality designation. If you consider Earth-534834 to be connected due to, say, the same Iron Man, then it's really the only answer in my opinion.
