Depends on how Mutants become common place.
Maybe Arishem 'moves the needle' of human evolution without branching the timeline by using his godlike power to time travel to 3000 BC to create Apocalypse.

I absolutely disagree with your take of Arishem never playing a role in the Mutant Saga when there's been rumors regarding Eternals being followed up on after Secret Wars in some capacity and ONE Eternals character is also said to appear in Secret Wars.
