Good call, Overlord. I was already working on Madame Masque and the entire Nefaria family. Took a lot of the fantastical elements away, of course, pretty much stripped them down to their old-school roots.
I had Silvermane in there too, not the cyborg version of course, but took a little bit of the reasoning behind the cyborg version so he's pretty much like the old boss who just won't die.
Wasn't aware of Phillipe Bazin though. That's something to look into, anyway. I figure I could use him in the same kind of capacities I had planned for Sammy Silke.
If you want you can add some characters to be supporting characters to some of the gangsters so they can have someone for them to play off, like the interactions between the soprano family members.
For example Silvermane has a son Joseph Manfredi, he was a super villain until recently when he decide to hang up the tights and follow in the family business. Their relationship is the opposite of the Wilson and Richard Fisk relationship, Joey wants to please his father, but Silvermane regards him as a failure and has threatened to kill him.

Also there's Caesar Cicero, a character introduced in silvermane's first appearance, he was Silvermane's lawyer and has planning to overthrow him and take his position:

Of course there is also Ma Gnucci and her family:

Also there is the Arranger (real name Oswald P. Silkworth) , a guy who was more or less the Kingpin's assistant, until he screwed up and the kingpin had him killed:

Also there's Jigsaw, he doesn't have powers or a costume, just a messed up face, he can like the psycho gangster, like Tommy from good fellas:

Don Vincente Fortunato is another non powered gangster:
