I thought that was how the test was supposed to go too, but then I found out I was at the DMV, and the guy was trying to tell me I didn't get my driver's license.

You know Frankenstien? And those neck-bolts he has?

Do they serve any functional purpose other then making him look creepy?

(Whatever the answer, my fondest Franenstien-related desire is the next time he shows up in a movie, in one of the fight scenes, someone rips off or shoots of his neck bolts.)

I always thought those were to conduct the electricity from the lightning that brings him to life.

and i think there's a Frankenstein army coming up in Image's Crawlspace title, so you may get your wish.

You are correct. They are actually supposed to be electrodes, not bolts. Incidentally, the electrodes were put there by the make up artist on the 1931 Universal film, along with the green skin and flat top head.
Shelley originally described the skin as being yellowing, but it didn't test well onscreen, and never stated how the monster was reanimated, lightning was added by the film as well.
