I'm going to say Johan.
Because while a battle (more like war) between them would no doubt be costly to both of them, Light has a key weakness: his ego. His ego has led him to do some tremendously stupid things (gee, the world's greatest detective, who has never made a public appearance, is on live TV mocking me and goading me to kill him...) and that's how Johan would finally beat him.
