That's just speculation. No one but Millar and Hitch knows exactly what happens.

If you read that it was speculation only. We don't even know who will be writing Ultimates 3 or when it will come out, much less what happens in it.

I see no reason why the final issue can't be double sized like it was in Volume 1. In that sense, the end of Grand Theft America would contain both the final battle and the wrap-up/denouement plus whatever final statement Millar wants to make about the characters.
