What is better: evil villains or sympathetic villains?
Yep. Depends. Sympathetic villains sometimes make for a better story, evil villains can be a bit more satisfying to overcome. I guess in the end-all be-all story of stories, I'd want an evil one who against all odds becomes sympathetic and eventually reforms. It's always saddened and frustrated me that The Killing Joke is the last we ever hear of the sympathetic Joker. "It's too late for that" - the fact that he's aware of the concept of a that applying to him means it isn't.
Jim Shooter is neither evil nor sympathetic.

Maybe he's both.Jim Shooter is Satan.
But I get the impression he may be a genuinely nice guy.
Or maybe he just wants to eat my entrails.
Maybe he's both.
Jim Shooter: "Underneath my repulsive entrail-eating exterior lies the heart of a nice guy!"
