Why is Spawns "mask" off most of the time in the 1997 feature film?

My only theory is that you can't see in that thing and so action sequences are hard to create. And paying artists to digilitize it was not worth the cost

But even so, why not have more extended shots of him wearing the mask?? I get that the emotional component isn't there with a mask on, but a couple of seconds here and there, really??
