Create a better direction for Ultimates vol.3

Here's what I'd do:

Things have changed significantly since the Liberator attack on US soil. And he doesn't speak old English. In the aftermath of the attacks, the truth of S.H.I.E.L.D's experiments come to light to significant international outcry, even as the Liberators are revealed to be just one head of the monster: HYDRA, an international terrorist syndicate with cells throughout the world. America's immediate response is overt warfare. The international community, distressed by this, calls an emergency G8 summit. By applying heavy unilateral pressure, the nations manage to cow China and the US into signing a pact that criminalizes post-human genetics research. The end result is S.W.O.R.D. (Sentient Weapons Observation, Retrieval, and Disposal), an international foil to S.H.I.E.L.D. that has the authority to investigate and disarm any suspected superhuman weapons projects, as well as serving as an international response to supernatural and extraterrestrial threats.

The Ultimates broke with the US government, and unable to find the funding necessary to keep a modern superhuman strike team operational, they've broken up altogether. In their place is the Avengers, an undercover and illegal counter-terrorism unit kept afloat by private funding from Stark Industries. Based out of LA on the West Coast, their mission is to dismantle the terrorist organization known as HYDRA. Led by Hawkeye, the team consists of Scarlet Witch, Quicksilver, and Captain America (using the code name Nomad, since, well, Captain America probably isn't the best name to be using in an undercover, illegal squad). With the revelation of Thor's godhood and the threat of international superhuman terrorism at a peak, millions are flocking to his booming commune. Janet Van Dyne is working for humanitarian groups to continue her and Hank Pym's research. Tony Stark, meanwhile, has become bored, sinking into alcoholism and thrill seeking in search of something that will give him the same rush as working with the Ultimates.

U3 would start with a Dr. No homage - Tony Stark, Agent of S.W.O.R.D. He drops in at the shore of Ten Rings Island, a research facility deep in the Pacific, suspected of being a superhuman weapons research facility funded by the mysterious terrorist known as the Mandarin. Stark finds that the technology of the artificial island appears to be beyond human in design, but that whatever project they've been working on here has either been completed or transferred elsewhere. As a result of the machine, S.W.O.R.D. commissions the formation of a new team of Ultimates to operate publicly on behalf of their cause. The team consists of Iron Man, the Falcon, Wasp, and Thor. The series would directly address the questions caused by the Ultimates 2 finale: How would America and the world respond to the attacks that closed the second volume? The Avengers and the Ultimates provide both these perspectives. The Ultimate Avengers are a private, ruthless military unit tasked with hunting and dismantling terrorist cells. The Ultimates are an international threat response force that reports to an international council (accountable to no individual nation, but with representatives from each. (Gyrich, who's already proven himself an enemy of SHIELD, is the American representative. The Chinese representative is a young Chinese diplomat called Zhang Tong).

The third volume would be anchored by two large set pieces. The first part would deal with the Ultimates coming to terms with their new status as an international unit while they investigate the terrorist known as the Mandarin, who has supposed ties to HYDRA. In the process, we'd discover that Ten Rings Island is actually an ancient, wrecked starship and that it's floating above a mythic stretch of land known as The Valley of the Spirits, which has been submerged underwater for eons. It would climax with the Mandarin releasing Fin Fang Foom, an ancient and powerful creature of the Lovecraftian variety, on Tokyo. Big monster film set piece that showcases the team's new disaster relief priorities and would also feature the appearance of the Hakko Ichiu ("Eight cords, one roof", the Ultimate version of Big Hero 6... Except with 8. Over the course of Volume 3, we'd see a variety of these national superhuman defense groups, including Alpha Flight and the European Union Captains introduced by Millar. These groups are under the legal jurisdiction of S.W.O.R.D. when acting internationally). The rest of the volume would be a race to prevent the Mandarin (secretly S.W.O.R.D.'s acting Chinese representative) from initiating a Third Sino-Japanese War and wresting control of the Chinese government. It would climax with them facing off against the Mandarin's private HYDRA army and the destructive technology of Foom's recovered ship. Meanwhile, the actions of Cap's Kooky Quartet would lead them to breaking into the Triskelion to discover that Pym and Banner are being detained as part of an operation called Project Thunderbolt, and that Black Widow was originally going to be folded into it.

This would set the stage for volume four, which would concentrate on a S.W.O.R.D/Ultimates investigation of American contractors and S.H.I.E.L.D. research. A face-off between the Ultimates and Ultimate Thunderbolts, an invasion of Wakanda (leading to Black Panther's inclusion on the team), and the rise of Ultron. Whereas the earlier volumes dealt with the threat of a superhuman arms race, volume 4 would build on this by addressing the threat of artificial intelligent weapons.

Volume 3 could also spin-off into an Ultimate Strange series, with him investigating the threats of the Old Ones, heralded by the appearance of Fin Fang Foom.
