I am being facetious here.
The numbering system would only have meaning to the specific person or Earth that created it. But would mean nothing to other Earths. Even if a group of Earths agree to specific labels… a whole other group could turn up with their own system.
That's my take as well.Knowing how Gunn talks, I just take him to mean Earth-2 as a second Earth rather than an official designation.
