Yup. Supposedly there will be achievements for killing a certain number of Mounties, as well as an achievement for running over a moose with a logging truck.

The GTA games are heavily inspired by gangster/crime films and I think Breaking Bad is kind of in that territory somewhat. I can think of a lot of ways to pay homage to/parody it. Los Pollos Hermanos = Cluckin' Bell. The player has to meet the mysterious manager of Cluckin' Bell, which is the front for a huge drug-trafficking organization.
