I heard a rumor that it will be set in DC( The GTA version anyway), though not sure if that's true.

The GTA games are heavily inspired by gangster/crime films and I think Breaking Bad is kind of in that territory somewhat. I can think of a lot of ways to pay homage to/parody it. Los Pollos Hermanos = Cluckin' Bell. The player has to meet the mysterious manager of Cluckin' Bell, which is the front for a huge drug-trafficking organization.
