Yes, but the 13 is very small, blink and you miss it, and blurry. You barely even see for for half a second before he swipes the phone, so that was probably just the date they filmed that scene. There had already been phone dates in Daredevil S1 that didn't line up either.
Based on the wiki, the days of the week match that day as well. Personally, I'd have the first five episodes as April, then 6-13 following the timeline based on the phone date. I'd either ignore the What If...? date - I know that it's weird bit it's not impossible - or I'd place The Punisher during Avengers: Infinity War. I imagine that Agents of S.H.I.E.L.D. episodes would be irritating like that, but it's an option. Up to you what you want to do.

Edit: The wiki would estimate 5x14-5x18 to be set between May 3-7 if 5x19-5x22 were May 17-18. As a result, I guess it would be prior to The Punisher 2x06-2x13 events?

By the way, following the Appendix point of divergence from Earth (just to support a few placements):
Earth-82111 - Diverged in 1943 during Project Rebirth.
Earth-21818 - Diverged in 1988 when the Ravagers abducted T'Challa.
Earth-51825 - Diverged in ???? when Hope joined S.H.I.E.L.D. Set in 2010 rather than 2011.
Earth-91233 - Diverged in 2016 when Strange and Christine remained a couple.
Earth-89521 - Diverged in 2018 when Janet unleashed a Quantum Virus.
Earth-32938 - Diverged in 2008 when Killmonger saved Tony from being captured.
Earth-72124 - Diverged in 965 when Odin returned Loki to Laufey.
Earth-29929 - Diverged in 2014, Ego is alive. Ultron uploaded himself into a vibranium body.

The Appendix says these, so if you put any stock into it then apparently Fury's Big Week is 2010 like the wiki but Iron Man is 2008 like this site.

Edit: Are we sure that Avengers: Infinity War is two weeks after Ant-Man and the Wasp? I think it's possible, even likely, that in Earth-89521, they took longer to rescue Janet, which is why she was infected with the Quantum Virus. We know she wasn't in the main reality during that film, so unless it was very sudden near the end, why not assume that the beginning of the Zombie episode is way after when Ant-Man and the Wasp takes place and they never rescued Janet during that film, and two weeks from the point in the Zombie timeline is when Infinity War would take place. That's what the wiki assumes.

I prefer keeping the What If date because it is from a Marvel Studios project that was supervised by Feige, while the Netflix shows weren't. Although admittedly some of the What If episodes, like 1x02, did not line up with the movies' timeline, I choose to maintain the May 17th date because it was produced by Feige.

Since the producers on the Netflix shows did not know what the MCU plans were before Endgame (like Jessica Jones S3 hinting it's taking place in fall 2018, even though there are no indications of the Snap occuring), I prefer prioritizing the canon of the Disney Plus shows.

I don't think we have to worry. It wasn't just any old leak they're going after, it was the leak of the entire script for Quantumania. If the leaks they shared there were fine before I'm 100% possitive Disney doesn't care about the miniscule leaks this place discusses. I mean they can't take any legal action for discussing things or sharing articles and posts. Let's not over react to this, we'll be fine and MSS will relaunch eventually.

I'm not inside but I've been talking around with people who know a friend of a friend type shit so hardly offical. Take this as you will but the mods are looking to get back up eventually, as long as there are people willing to handle it and the possible legal ramifications that could come with that. Seems like we'll just have to wait and see.

Reddit has already told Marvel that due to the character count (I did not know there was one on reddit), that the pages were on a google doc and the sub was linked to the doc. So Marvel is now going after Google instead.
 
I think the 1999 date might just be old newspaper set dressing from what I've read. Correct me if I'm wrong.

It's funny how far people are reaching due to a sign that is now confirmed to have nothing to do with the actual production. There's been a number of clickbait articles on how Daredevil is confirmed to cover the blip or that Karen and Foggy's absence was going to be explained as them having blipped. It reminds me of similar articles and speculation about Shang-Chi set photos having a 2020 date (even though that was when the movie was filming) and people saying the movie must take place during the blip.

It very well could be, the powers seems different I think but I mean we may not have seen it all in that one trailer. Too early to tell I think but it's possible, I'd like to see Paibok in the MCU sometime regardless
