So I'm watching it on digital...the film states Frank's family died less than 6 years ago in 2002 (it appears to be Fall in the picnic flashbacks), Ray Donovan's brother (I forget the actor's name, but he's playing another doofus named Detective Martin Soap) said he shadowed Frank for 5 years, possibly shortly after his family died. Punisher has been active for 4 years. So there's not much time between that 4-5 year gap, meaning Frank became Punisher in the War Zone universe very early the following year.
Good news: It's winter time clearly in the film. Middle of winter, however there's still kids at school and no Christmas lights, so this very early January.
Punisher War Zone takes place in January 2007.
