Kinda, but it's not actually Carrie in the short itself. Carrie wasn't set in Castle Rock. It's a reference to it, though.

I personally think Cat's Eye intentionally connected what it did connect to, but something should be noted. At one point, a character is watching The Dead Zone on TV, and at another, we see a character reading Pet Semetary.
So, yeah. If you take this to mean that the Saint Bernard dog is just a random dog and the Christine car is just being driven by a fan of King's works, perhaps it's easier to have a consistent timeline where there's no continuity link to Cujo.
