I think the big delay between 3 and 4 was to get permission from Capcom. I mean, there's no way they would have been able to use the Capcom offices in Part 5 if they hadn't gotten permission.

The one they've been showing, yes. The one Ken found in the wall is the real Ryu. It's a clever way to say "People didn't like that E. Honda was dead and we couldn't find a really fat Japanese guy, so TWIST!"
