How would you adapt Baron Zemo for the Ultimate Universe. Personally I would have him lose the baron title in the Ultimate Universe and try something like this:
Colonel (or Oberst in his native Germany) Helmut Zemo was head of Germany's secret anti terrorism unit for many years. In 1980s he helped the West German governemnt fight communist backed terrorist groups and in the 90s he fought Islamic terrorist groups on behalf of the new united German governemnt. His track record was amazing and soon he was named as one of the leading military personal in the field of anti terrorism in all the Western world. In 1999 he was let go of his position for being overzealous, which made him somewhat bitter towards the German government. However in recent times overzealousiness has become less of problem. General Nick Fury hires Colonel Zemo to head his black ops team the Thunderbolts.
Cap doesn't like or trust Zemo, Fury thinks Cap just can't let go of the past, But it is tricky for Cap to disclose the real reason he doesn't like Helmut Zemo, he has had dealt with members of the Zemo family in the past. Near the end of WWII, Cap led a platoon fighting in Western Germany and liberated a death camp there. The death camp was run by a cruel and evil man, General Heinrich Zemo, who liked to prolong the suffering of the prisoners by slowly working them to death. It goes without saying that General Heinrich Zemo was Colonel Helmut Zemo's grandfather. After freeing the prisoners, cap and the platoon killed all of the German personal at the camp. Given his past history, it is unlikely Cap would ever trust a Zemo.
