Could it have been someone in Powers? I just remember that because Powers was part of Marvel, they let their be a Powers fanfic and I think Dr. Boner was a villain in it.

Potentially I suppose, though if Dr Boner was part of Powers that would mean he wasn't part of 616, which is what was originally stated.
