Yes you are right. It would be silly to assume Phosphorous met Batman the minute after he became Phosphorous. I wouldn't even trust Phosphorous's sense of time/proclivity for hyperbole.

So not only was "15 years" an estimation from Phosphorous but it took some time for Batman to track him down.

It couldn't have taken more than two weeks for Batman to track down someone like Phosphorus IMO.
It wasn't "a minute" after Phos became crime boss, but Batman's not a dumbass.

Adding to this, 11 years or less rounded to "15 years" is extremely unlikely.

I'd say at the very least this occurred 12-14 years prior to CC s1, over the course of a week or two.
