I would personally like to see a spider-man version of smallville.
A Punisher show would work best with no rogues gallery. just mob boss after mob boss and some occasional nick fury drop ins.
Isn't that pretty much what Punisher is? I mean he doesn't have a rogues gallery to begin with.

Because what you outline seems to be a pretty soap operatic format for the Punisher, which is the exact opposite of what needs to be done. If the Punisher is done right, it's not going to be network primetime.
I disagree. I think his villains should show up as main villain of series e.g Jigsaw as the villain of one series. but do not call him Jigsaw. Simply call him Billy (or William as billy is short for it.) Russo.
It could work very well. E.g The Maggia hire him like comics to kill the Punisher. Punisher leaves him horribly scared. Season final he shows up for revenge in a big way. Not once do they call him Jigsaw (of course we know who he is. Even call the episode Jigsaw if you need to) and It just works for a big showdown.
Or end of season we seem get horribly scared. Following season is the "punisher is framed story" with no one knowing who has done it. then end of that season we get showdown.
It works but I think some new villains need making too. E.g Lois and clark made Tempus. Why can't a punisher show? But at the same time ignore his actual villains and people will get mad. So both is best way.
Also how can your ears bleed from reading? Wouldn't it be your eyes as that's what you use for reading?
no, jigsaw sucks. and what is the point of revenge when you're already hired to kill punisher? I don't know if that is how revenge works.
The Wire kind of theme works best. Punisher as a seemingly normal street denizen who murders street pimps and registered sex offenders. Also mafioso's and yakuza's.
The problem is what makes Punisher unique in comics, makes him pretty standard in the world of tv and movies. How many movies have there been about a vilgante who blows away street scum? A lot.
well, it's not like we want to recycle every ****ing Knight Rider plot and substitue Michael Knight with Frank Castle. Although that would be badass.
plus, we're talking about tv show adaptations, not movies like you say.

OK, let's talk TV adaptions, Punisher is a psychopath serial killer who only targets criminals, what does that sound like to most non comic fans? Dexter, of course. A lot of non comic fans would think Punisher is just a Dexter clone. Face it Punisher like concepts have been done in movies and TV for decades now, so its hard to seem unique with Punisher on the screen, unlike say within a comic book.
