They implied he's a new character behind-the-scenes, but in-game I'd like to think he's the same person. Either way, doesn't matter since the comic sequel 100% has him surviving Scarface. The ending later on is vague, where Tony could have either been killed or survived a separate standoff. Everyone still believes he died in the mansion at the end of Scarface during the comic too.

So, either option works for me.
 
Is it possible that the way he got injured in the mansion somehow led him to stop aging?
 
It's a miracle how well he's aged considering how much coke he takes also

1. Because Payday 2's ending suggests that it's a John Wick prequel, and the only way the John Wick missions can work with Charon alive and John still being part of the Continental is if they're before the films.

2. Payday 2 has crossovers with both of them. In fact, Hardcore Henry features the Payday mask of Jimmy from Hardcore Henry.
