i have not read house of M can i read the 198 and will it be good as a stand alone mini series or will i be all lost ?

From my understanding, the only thing you need to know from House of M is that there is a limited number of mutants left, 198 to be exact.

As for this series, it seems to have a lot of inter character development, and introduce a new mutant villian that has his own agenda.
