EDIT : You know, normal people who don't spend their time looking for crime can easily spend decades without witnessing a major (violent) crime in progress. Unless you are going to barge in on every case of domestic violence you think you heard through the wall. This dilemna you are presenting is really a construct of the the comic genre. I know that I for one, if I had superpowers, wouldn't have encountered a single crime or accident worthy of them in my 27 years. And I live in a metropolitan area. I'd have to have been looking for those situations.
Let's see how the registration fine point work but legally it should be acceptable to force every super powered individuals to register but only enlist in the govt those who wish to fight crime. The other go about their life. If they stumble on a crim they can make a citizen arrest, but as I said, outside of a comic book author imagination, this does't happen a whole lot. About as often as a citizen carrying a registered concealed sidearm making a citizen arrest, I'd guess.
Of course, in the page of a comics this will keep happening a lot, but in the background, this shouldn't be an issue so if registration wins the "setting" of 616 will be in equilibrium again. I mean, the only metaplot reason for this civil war is that suddenly they have decided to explore what would really happen if there were supers in the real world. That's right, if they really existed they would either get registered or else the supers would overthrow the government and form a new one. No real alternative. The statu quo of 616 is fun but realistically speaking it can't be stable and it almost look likethey want to make it more realistic. In UU, The Ultimates and FF are answerable to the govt, the X-Men were linked to SHIELD (Not anymore)... By and large, the UU can forestall that kind of Civil War for a while because there doesn't seem to be nearly as many supers doing what they wish since the 60s and the govt already has a loyal team of supers policing the others.

Yeah, I think Hitler tried something like this with the Jews, and Pols, and ***s and some Catholics. Let's round them all up "just so we know where they are". Because the bad guys killed a bunch of kids trying to get away from the good guys. And then lets throw the good guy in jail. Execellent stories, it's a marketing stroke of genius, they have tied into the left/right political dissension and made it into a story and they are selling the fire out of it.

I idea behind registration is that super beings present a dangerous threat. Not all of them are dangerous, but if they are left unchecked the dangerous ones will commit attrocities like Stamford. I think it's stupid that they blame ALL super heroes for Stamford, though. Especially calling them baby killers. That's like calling all Americans baby killers because some American killed Arab Children(yes, I know they actually do call us baby killers and worse). The point is you can't be guilty by association.
I just thought of a better analogy. Drinking. If you are someone who drinks, are you guilty of drunk driving because other people who drink drink and drive.

It's like they woke up just yesterday realizing what kind of thing would also happen routinely in a superpowered world ; just as Police occassionnaly screw up, so would superheros. And the less training and coordination they have, the MORE they'll screw up. With the exception of Captain America, no heroes in Marvel has been portrayed as having unfailingly good judgement.
And no you can't blame all super-heros for Stamford but if you wait until one super screw up before you call him up on it you are not doing your job as a government official. You ought to look into ways to proactively reduce the number of screw-ups.
I'm guessing many sees this in the same term as gun control. And I guess we can see a metaphor here but if we just take the story at face value there is no comparison. Some of these characters have more firepower at their disposal than an F-16 fully loaded. We can debate until we are blue in the face about the right of one man to carry one handgun, but I think we can all agree that no one wants a civilian flying around in a F16 with a full battery of air to ground missile without some form of control over his actions.
If I were living in this fictional world I'd be kinda interested in some control being exerted. Because without authors willing to bend the laws of probabilities to keep the casulaties down, you'd be swimming in collateral damage. I remember reading a Hulk Story where a few years ago where a 30 story or so building was toppled and where Banner felt guilty because there was one guy (or even kid, I'm not sure) who got killed. I thought : Just One!?! Mr Banner, thank your lucky star Bruce Jones (the author) is a wuss. Same hold true for many other super stories. Often the obvious consequences of their action is not even brought up, much less dealt with.
The only downside of Registration is that it could go too far. We'll see.

Reed - Asks Black Panther for help and support in the registration. Black Panther declines. He asks how Johnny's doing but Reed says he hasn't been there in 2 days and hasn't heard from Susan. He then goes on about the jungle/tech. Black Panther cuts him off and tells him to call Susan. (Best part of the issue.
Pym w/ Wasp is at Dr. Strange's but Wong says he wants nothing to do with Registration and is fasting in his Antartica fortress and meditating hopeing that Tony stops.
Iron Man - Visits the X-Men (Emma). Emma says that they won't support or reject the registration. Just that they'll remain neutral. Tony's disappointed and on the way out Bishop sneaks up on him and asks him to talk.
Cap n' Company go through fake names (I don't have the book with me -- Am I supposed to know who Daredevil is because of this because I still don't.). They're gonna start new lives. They get a distress singnal and head to a chemical plant fire.
Cloak transports the rebels inside. They find that it's a trick and Stark & Company confront them. Spider-Man talks a lot and Cap asks if MJ's ok with the fact Sandman knows her Zipcode now. Tony says they don't want to fight but give them one more chance. Cap tells him five minutes and they shake hands. When Iron Man pulls his hand away he finds a small device they messes with the suit.
The two sides begin to fight. Spider-Man's new suit is the ****... (
I said that out loud) Pym grows to fight Goliath. When the fighting really seems to be getting no where (good guy vs. good guy = Stalemate), SHIELD opens up codename: Lightning and everyone stops

Thor.... cool. But if I hear the internet fans all going on about how awesome of an enterance this was when Hawkeye in HoM got smashed, I'm gonna go ape**** and get banned. Personally I thought Hawkeye's was better.

What I was trying to say with my point is that having a woman spit in Tony's face, beat Johnny Storm into a coma, and having the phrase baby killer thrown around every which way is ludicrous.
I'm not saying the blame ends with Nitro either. Personally Speedball is loosing my support rapidly by saying, "But I didn't do anything wrong!" Not bad. I really liked Cap & his team changing in the alleyway...pretty cool twist.
What I don't get with this is that they way this series is being hyped, it's like they want people to pick between two equal sides; Equal as in, morally. But they make no bones about Tony Stark being the "bad guy" and Cap the "good guy". Strange.
I'm kind of "meh" about Thor. The guy is a Norse god; what does he care about the law of one country? Why would he get involved?

Yeah, but pretty cool reintro. Although I will agree, I loved hawkeye's return much more. The fact that he is still there might even bring him back into Civil War. I thought it was kinda obvious with Codename: "lightning" that it was thor. Then again, my bf bought the variant with him on it. He said he also saw a spiderman one that looked a lot better.

big rain storm last night killed UPS. so i didn't get to read it. sounds good, though i hate the idea of the Fan Four breaking up. It makes sense though.
I like the thought of Spider-man whooping on everyone, because he should be able too. Between his smarts, speed, and strength, he is a versatile beast. While I originally thought that he would switch sides because something happens to May, my friend who runs the shop thinks it will be after he beats hte crap out of Cap.
