I have still yet to read Civil War or any of its tie ins but I have read the reactions of people to it. They say lots of characters seem to be a bit out of character, being forced to fit into storyline guides. I say its all a plot device and The Controller is behind everything! Bwahaha!

Whether or not Millar has a disease, he needs to uphold his commitments.
If his disease is preventing him from completing the Ultimates on time, he shouldnt have started Ult. F4. And if he cant do Ult. F4 on time, he shouldnt be doing CW right now. And if he cant do CW on time... well, you get the point.
Millar has absolutely no excuse, as he is the one taking on additional assignments.

It's not all Millar's fault - don't forget that one of the reasons Ultimates doesn't come out on time is because of Hitch. And do we know for certain that Millar is the cause of this delay?
